Calls for the next EU budget to include an increase in the allocations intended for public investment in transport infrastructure and for the promotion of public transport and sustainable mobility; calls for account to be taken of the urgent need for support for local and regional transport infrastructure in the Member States, and not only for transnational connections, with a particular focus on rail infrastructure; is opposed to the use of the EU budget to strengthen public-private partnerships, to further privatisation or to open up the transport sector;

Expresses its opposition to the allocation of budgetary appropriations to militarism, namely for war, weapons and military infrastructure, capacity and mobility; is against the growing militarisation of the EU; calls strongly for the reallocation of funds from the EU budget earmarked for militarisation programmes, redirecting them towards helping Member States to improve the economic and social picture on the basis of the principle of social and economic cohesion, to step up the responsiveness of public services, including in health, education and social security, and to uphold the right to decent and affordable housing for all;

Insists that the EU budget should support the defence of peace and disarmament, the UN Charter and international law, sovereignty and democracy, multilateralism, diplomacy and the peaceful resolution of international conflicts, the rights of peoples and human rights, and should promote a system of collective security for Europe with a view to creating an international order capable of ensuring peace and justice in relations between peoples;
