4a. Deplores the fact that, due to Council Implementing Decision (EU) 2022/25061a, the entities financed by Hungarian public interest trust foundations, notably 21 Hungarian universities and 1 Austrian university, are prevented from receiving direct EU funding, including Horizon Europe funds; notes, therefore, that, other than consortia members, they are excluded from participating in Horizon Europe; underlines that the framework programme must ensure that all researchers have the opportunity to participate, regardless of their nationality and place of employment; warns that this decision and its excessively strict interpretation are damaging European R&I cooperation and urges the Commission, for this reason, to present without delay, following swift and constructive negotiations with all stakeholders concerned, a proposal to withdraw Council Implementing Decision (EU) 2022/2506; ______________ 1a Council Implementing Decision (EU) 2022/2506 of 15 December 2022 on measures for the protection of the Union budget against breaches of the principles of the rule of law in Hungary, OJ L 325, 20.12.2022, p. 94, ELI: http://data.europa.eu/eli/dec_impl/2022/2506/oj.

Insists on the urgent need to refocus European research programmes on the objectives of economic competitiveness, strategic autonomy and cutting-edge innovation, which requires the immediate discontinuation of programmes that contribute neither to technological sovereignty nor to scientific leadership, divert resources from technological progress and undermine the credibility of research in Europe, such as the following projects: ‘Fostering Queer Feminist Intersectional Resistances against Transnational Anti-Gender Politics’ (EUR 2.38 million), ‘YOUth Debunking the gendered Arguments of far-Right Extremism’ (EUR 2.9 million), ‘White Islam: A New Religion for Europeans’ (EUR 271 052), ‘Eco-Islam in Indonesia: Media, Institutions, Publics’ (EUR 2 million) and ‘Superstition, Material Religion and Hıdrellez in Turkey’ (EUR 254 330);

Stresses the importance of greater reciprocity in association agreements with non-EU countries to ensure equivalent access for European entities, particularly SMEs, to the research programmes of associated non-EU countries; calls for better use of financial adjustment tools in cases of significant imbalances in funding received by entities from associated countries as well as a stricter monitoring and control mechanism to balance openness with the security of European researchers and the protection of investments; stresses, furthermore, the need for a systematic risk-based partner screening to assess the compliance of foreign entities with intellectual property protection, research ethics and reciprocity principles;
