Text proposed by the Commission	Amendment
	(2a) The resources earmarked for the European Regional Development Fund (ERDF) and the European Social Fund Plus (ESF +) are key to helping Member States to address the social, economic and territorial imbalances between Member States and regions, and to tackle poverty. For that reason, the funds used for the purposes of this regulation should subsequently be offset by means of transfers from the funds earmarked for titles 12, security, and 13, defence, of the EU budget.
