MOTION FOR A EUROPEAN PARLIAMENT RESOLUTION

on the Council position on Draft amending budget No 3/2025 of the European Union for the financial year 2025- Adjustment in payment appropriations, update of revenues and other technical updates

The European Parliament,

– having regard to Draft amending budget No 3/2025, which the Commission adopted on 3 October 2025 (COM(2025)0850),

– having regard to the position on Draft amending budget No 3/2025, which the Council adopted on [XX17 XXNovember 2025]2025 and forwarded to Parliament on [XXthe XXsame 2025]day (00000/2025(14878/2025 – C100000/2025),C100301/2025),

– having regard to Rules 96 and 98 of its Rules of Procedure,

– having regard to the report of the Committee on Budgets (A100000/2025),(A10-0237/2025),

A. whereas the purpose of Draft amending budget No 3/2025 is to update the revenue side of the budget to take account of the latest developments, to adjust the expenditure side of the budget in relation to payment appropriations, and, additionally, to adjust the expenditure side of the budget in relation to a number of decentralised agencies;

11. Takes note of the proposal to budget EUR 1 300 million of the estimated ‘surplus of Traditional Own Resources’; expresses doubts about the merit of repeated updates of the revenue stemming from customs duties in the course of the budget year, in particular outside the annual dedicated amending budget to update and regularise the revenue sides;

12. Approves the Council position on Draft amending budget No 3/2025;

Takes note of the update of the salary adjustments for 2025 and agrees to integrate the budgetary impact of those adjustments as a technical amendment in Draft amending budget No 3/2025; notes that this implies a reduction of a sum total of EUR 78,8 million in non-differentiated appropriations across the relevant budget lines and sections under Heading 7;

13. Instructs its President to declare that Amending budget No 3/2025 has been definitively adopted and arrange for its publication in the Official Journal of the European Union;

14. Instructs its President to forward this resolution to the Council, the Commission and the national parliaments.
