Follow up to the European Parliament legislative resolution on the proposal for a decision of the European Parliament and of the Council on providing macro-financial assistance to the Hashemite Kingdom of Jordan

Statement given by the Commission in plenary:

‘The European Commission confirms its commitment to transparency towards the European Parliament and the Council in the context of macro-financial assistance (MFA) operations. Its proposal for MFA support to Jordan (COM(2024) 159 final) includes the provision under which “The Commission shall regularly inform the European Parliament and the Council of developments regarding the Union's macro-financial assistance, including disbursements thereof, and shall provide those institutions with the relevant documents in due time.” In relation to this, the Commission commits to regularly inform the European Parliament and the Council of: (a) progress towards implementation of the economic policy conditions to be agreed in a Memorandum of Understanding, which could include reforms addressing Public Finance Management and tax administration; governance and fight against corruption; social and labour market policy; utility/energy sectors; and business environment, as well as of (b) the fulfilment of relevant pre-conditions for disbursement, specifically of the political pre-condition whether Jordan respects effective democratic mechanisms, including a multi-party parliamentary system and the rule of law, and guarantees respect for human rights, and (c) the satisfactory implementation of an IMF programme. The Commission will submit the relevant information notes to the European Parliament and the Council immediately after the adoption of the Commission Implementing Decisions releasing the instalments of the available MFA.

The proposed MFA underpins the EU’s commitment to support Jordan’s economic stabilisation, its substantive reform agenda and to help restore macroeconomic stability in Jordan, and, more broadly, resilience in the Southern European neighbourhood building on the excellent relations between the EU and Jordan. The Union’s macro-financial assistance aims to support the restoration of a sustainable external financing situation for Jordan thereby supporting its economic and social development, promoting structural reforms aimed at supporting sustainable and inclusive growth and employment creation, in line with the EU-Jordan Association Agreement and the Strategic and Comprehensive Partnership.’
