having regard to Rule 150(5) of its Rules of Procedure,

European Parliament resolution of 9 July 2026 on the threat of war crimes, the escalating violations of international humanitarian law and the human rights situation in El-Obeid, Sudan (2026/2799(RSP))

whereas the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) and allied militias has continued since April 2023, causing one of the world's worst humanitarian crises, with mass displacement, widespread food insecurity and war crimes including sexual violence, and genocide;

– having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

whereas El-Obeid has become the latest epicentre of the conflict, with an imminent RSF offensive, repeated drone strikes and attacks on civilian infrastructure, replicating the pattern of encirclement, civilian targeting that preceded the atrocities in El Fasher; whereas the UNHCHR has warned of an imminent risk of mass atrocities;

A. whereas the conflict between the Sudanese Armed Forces and Rapid Support Forces (RSF) has escalated into the world’s largest humanitarian crisis, with more than 33 million people, including 16 million children, requiring aid and millions facing hunger and displacement;

whereas external support to SAF and RSF from the United Arab Emirates, Egypt, Saudi Arabia, Qatar, Türkiye and Iran and failures to enforce arms embargoes have fuelled the conflict and enabled serious violations of international humanitarian law;

B. whereas the RSF have laid siege to El-Obeid, reportedly preparing an imminent ground offensive; whereas international actors warn of the risk of mass atrocities in El-Obeid, with 500 000 civilians at risk;

Strongly condemns attacks against civilians and civilian infrastructure in El-Obeid and throughout Sudan, and calls for an immediate nationwide ceasefire, the protection of civilians and unrestricted humanitarian access;

C. whereas the UN independent fact-finding mission found that the RSF takeover of El-Fasher bore the hallmarks of genocide and warns of further war crimes; whereas rape and other forms of sexual violence are used as weapons of war;

Strongly supports the African Union and regional partners´ efforts to facilitate a Sudanese-owned peace process with civil society at its core; insists that Sudan’s future must be led by civilians;

D. whereas drone strikes against El-Obeid killed civilians, destroyed the city’s power and fuel access, cut water supplies and disrupted access to life-saving necessities; whereas Sudan’s healthcare system is collapsing;

Calls for independent international investigations into all alleged violations of international law committed by all parties, including the role of external actors, and demands full accountability;

E. whereas credible reports indicate external support for the RSF, including through foreign military contractors and the transfer of military equipment in breach of the UN arms embargo;

Supports the application of the principle of universal jurisdiction to enable the prosecution of crimes in the courts of EU Member States, while calling on the EU to support the ICC’s investigation in Darfur, ensure full cooperation with the Court, and extend its mandate to the whole country;

1. Condemns in the strongest terms the war crimes and crimes against humanity in Sudan, particularly the ongoing RSF siege of El-Obeid, and insists that the international community prevent a repetition of the El-Fasher massacre and force the RSF to lift its siege on El Obeid;

Condemns the role of external actors in fuelling the conflict; in particular denounces networks based in or operating through the UAE have facilitated weapons, dual-use items, financing, logistics and conflict-gold laundering for the RSF;

2. Implores all warring parties to cease fire, uphold international humanitarian law and immediately end all attacks against civilians, including sexual violence and forced starvation;

Urges the Council and the EEAS to address RSF financing and procurement linked to the UAE and to propose restrictive measures against entities and individuals enabling RSF abuses; calls for strengthened due diligence and traceability requirements for Sudanese gold and raw materials entering the EU;

3. Calls for the EU to urgently increase humanitarian support for Sudan, including for survivors of sexual violence, those facing hunger, IDPs and refugees; calls for direct funding for Emergency Response Rooms and other local frontline organisations; stresses the need for humanitarian corridors to ensure civilian evacuation routes and crossline and cross-border humanitarian access to El-Obeid;

Calls for all countries to institute and enforce a UN arms embargo across all of Sudan; calls to ensure that all countries and entities violating directly or indirectly the Darfur arms embargo are held accountable;

4. Urges the EU to join the AU and the UN in efforts to engage the warring parties towards a ceasefire and to support a civilian-led peace process; calls for the EU to impose targeted sanctions on entities and individuals responsible for war crimes in Sudan;

Rejects unlawful deportations of Sudanese people by the Egyptian authorities, including where EU-funded security forces are involved; calls on neighbouring states to uphold non-refoulement and protect Sudanese people seeking refuge and urges EU Member States to refrain from returns and provide safe and regular pathways;

5. Condemns all external interference fuelling the war; urges all states, including the UAE, to cease financing, arms supply or other support of the RSF; urges the EEAS and the Council to sanction individuals, entities and external enablers and private security companies, such as Global Security Services Group, for breaching the UN arms embargo, and to work with the UNSC to extend the embargo to all of Sudan;

Deplores the inadequate international response to Sudan's crisis and calls on the EU and its Member States to increase humanitarian assistance, cancel Sudan´s external debt, respect Sudanese sovereignty and prioritise civilian protection over geopolitical interests;

6. Demands accountability for all perpetrators and calls for independent investigations into alleged war crimes; urges the EU to financially and politically support these efforts, press to extend ICC jurisdiction to all of Sudan, support the mandate of the UN fact-finding mission and consider including the RSF on the EU terrorism list;

7. Instructs its President to forward this resolution to the EUCouncil, institutions,the MemberCommission, States,the authorities of Sudan, the AU, and the SudaneseUN authorities.Secretary-General.
