European Parliament resolution on repressionRepression and execution of protesters, dissidents, political prisoners and religious minorities in Iran

The European Parliament,

– having regard to itsRules previous150 resolutionsof onits Iran,Rules of Procedure,

having regard to Rule 150(5) and 136(4) of its Rules of Procedure,

Whereas since December 2025 Iranian authorities have significantly escalated repression against protesters, dissidents, political prisoners and minorities, expanding mass arrests and executions;

whereas the Iranian regime continues unabashed in its relentless crackdown on protesters, political dissidents and religious minorities; whereas since the nationwide mass demonstrations in January 2026, the Iranian authorities have atrociously tightened their grip over Iranian society, suffocating any form of dissent and systematically terrorizing the population through mass detentions, extrajudicial killings, executions and torture;

Whereas Sakharov Prize laureate Nasrin Sotoudeh was re-arrested and forcibly disappeared in April 2026 and Nobel Peace Prize winner Narges Mohammadi re-arrested in December 2025 and is reported to be in critical health due to harsh detention conditions;

whereas the regime systematically and disproportionally targets Iran`s minorities, in particular Christians, Baha’is, Kurds and Baluchis, subjecting them to ruthless persecution and repression;

Whereas credible reports indicate that security forces have conducted extrajudicial secret executions, enforced disappearances, torture, and broadcast forced confessions to justify repression;

whereas Peyvand and Borna Naimi from Iran’s persecuted Baha’i religious minority are detained under inhumane conditions facing possible death sentences;

Whereas Iranian authorities impose nationwide internet and telecommunications blackouts, deliberately preventing independent reporting and communication with the outside world;

whereas Iran has the highest death sentence rate per capita in the world;

Whereas the UN Human Rights Council and Special Rapporteur have repeatedly called for investigations into human rights situation in Iran and urged accountability at international level;

Condemns the regime’s systematic repression against protesters, dissidents, political prisoners and religious minorities and its use of arbitrary detention, torture, extrajudicial killings and the death penalty as instruments to asphyxiate civil society; reiterates its unwavering solidarity with the Iranian people and their quest for a democratic and free Iran;

Condemns the Iranian regime´s relentless repression of its population, using systematic patterns of unlawful lethal force, executions, torture, mass arrest, forced disappearances and internet shutdowns;

Calls on the Iranian regime to unconditionally and immediately halt any use of violence against civilians, suspend all executions and put an end to its repression of civilians; demands the release of all individuals in arbitrary detention; reiterates its strong opposition to the death penalty and calls for its immediate abolition;

Expresses its full solidarity with the people in Iran, who, in addition to all-out regime repression, face severe humanitarian consequences from the US-Israeli military escalation involving Iran, including civilian casualties, displacement of millions, and destruction of critical infrastructure; calls on all parties - the US, Israel and the Islamic Republic of Iran - to fully comply with international humanitarian law;

Recalls the regime`s vicious killing of unarmed protesters, targeted shootings, arbitrary arrests, incommunicado detention, enforced disappearances, denial of medical care and the violent suppression of peaceful assemblies over recent months; is appalled by the horrifically high death toll following the demonstrations in January, with estimates reaching up to over 30.000 victims;

Urges Iranian authorities to immediately end the killing of civilians, release all those detained for exercising their fundamental freedoms and lift their charges, notably those against Nasrin Sotoudeh and Narges Mohammadi, and restore unhindered internet access;

Condemns the unprecedented rise in executions and the systematic targeting of Iran`s religious minorities; strongly denounces the escalating persecution of the Baha’i community through, amongst others, violence, defamation, home raids, desecration of burial sites, economic coercion, heightened surveillance and the denial of higher education; highlights how the Iranian regime continues to relegate the Baha`is to second-class citizens, denying them official recognition and legal protection;

Condemns the ever-increasing rise in executions, particularly targeting minorities; urges Iranian authorities to halt executions, establish a moratorium on capital punishment and ensure due process and fair trials;

Highlights how the arrests of Peyvand and Borna Naimi from the Baha`i community exemplify once more the regime`s brutal repression against religious minorities; deplores how both individuals are being detained on unsubstantiated charges related to capital offences and have had to endure enormous pain and suffering, including solitary confinement, beatings, mock executions and electric shocks; calls for their immediate and unconditional release along with all those unjustly imprisoned solely for their ethnicity, religious or political beliefs;

Condemns the continuation of mass arrests and other sever violations of detainees rights, including forced confessions and televised mock executions;

Condemns the targeted oppression of women as part of a broader and systematic pattern of intimidation and harassment;

Unequivocally denounces Iran’s detention conditions, including overcrowding, denial of food and medical care, torture and violence, bringing human rights defenders and political prisoners to the brink of death, including Narges Mohammadi; demands that Iran grant immediate international access to detention facilities and comply with international obligations;

Urges the Council and the Member States to expand targeted sanctions against all those responsible for the violence and systematic abuses;

Welcomes the listing of IRGC as a terrorist organization and calls on the Commission and Council to continue sanctioning individuals and entities responsible for serious human rights violations; calls on the EU and Member States to coherently counter-act sanction evasion, including through monitoring of third-country actors and financial intermediaries, and close legal loopholes;

Instructs its President to forward this resolution to the Council, the Commission, the HR/VP, the Member States and the Office of the President of Iran.

Urges Member States to extend and facilitate visas and residence permits for Iranian nationals at risk and suspend forced returns, in line with the principle of non-refoulement;

Encourages the Commission to provide targeted and effective support to protesters, activists and civil society in the country through material, humanitarian, legal, medical and financial means, including secure communication and anti-censorship technologies;

Instructs its President to forward this resolution to the EU institutions, the HRVP, the Member States, and Iran;
