European Parliament resolution on Presidential elections in Honduras, the non-recognition of the outcome by the incumbent administration and the attacks on opposition members of the National Assembly,

The European Parliament,

having regard to Rule 150(5) of its Rules of Procedure,

having regard to the statements of 12/12/25 and 13/01/2026 by the Spokesperson of the EEAS on the electoral process in Honduras

Whereas Honduras held general elections on 30 November 2025; whereas the electoral process was marred by institutional crises, political polarization, US interference, delays in vote counting, discrepancies in tally sheets, and cross-accusations of fraud;

having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

whereas during the campaign, United States President, Donald Trump, publicly backed Nasry Asfura (National Party) and conditioned US economic aid on his victory; whereas Trump also formally granted a pardon to former Honduran President Juan Orlando Hernández (National Party), who was sentenced to 45 years in the US for drug trafficking;

whereas general elections in Honduras were held on 30 November 2025 and the National Electoral Council (CNE) officially proclaimed Nasry Asfura as president-elect and certified congressional and municipal results;

whereas the National Electoral Council (CNE) on 24 December 2025 declared Nasry Asfura the winner of the election with 40.2% of the votes against 39.5% for Salvador Nasralla (Liberal Party), which means a difference of less than 30,000 votes; whereas the transition was scheduled for 27 January 2026;

whereas the EU EOM found the electoral process was marked by severe institutional crises but election day was well-organised and peaceful with transparent voting procedures;

whereas Nasralla repeatedly denounced fraud, computer manipulation, and "vote theft," and has not recognised the results; whereas the outgoing administration also refuses to recognise the outcome, and has denounced a "soft coup" orchestrated by traditional oligarchic elites with interference from the government of Donald Trump;

whereas the OAS Electoral Observation Mission presented its findings on 15 December 2025, validated the electoral process and rejected calls to disrupt public order, affirming the credibility of the results;

Whereas on 16 January Congress ordered a full recount without the support of the opposition;

whereas on 10 January, outgoing President Xiomara Castro, through a decree, ordered a recount circumventing constitutional procedures; whereas the CNE declared this decree unconstitutional and an attempted usurpation of electoral authority;

Whereaswhereas on 8 January lawmaker2026, Gladisan Auroraexplosive Lópezdevice wasattack injuredon bythe anNational explosiveCongress deviceinjured atDeputy Gladys López from the opposition National Congress;Party; whereas this attack happened amid heightened post-electoral tensions and represents an escalation of political violence;

Repudiates all forms of political violence and encourages political leaders and public officials to promote calm and reject violence;

Stresses that the Honduran people's will, expressed on 30 November, must be respected; reiterates its support for the CNE's official proclamation recognising Nasry Asfura as president-elect;

Emphasises that free elections require full respect for human rights and fundamental freedoms, independent and impartial electoral authorities, transparency throughout the process, the existence of effective oversight and appeal mechanisms, and the absence of intimidation, coercion, violence, and foreign interference, to ensure that the will of the people is respected; notes that many of these conditions were not respected in the electoral process in Honduras;

Calls for the respect of the electoral results, end to violence and intimidation against opposition members and electoral officials; urges authorities to guarantee safety and security of all democratic institutions including CNE members whose chair took shelter in the French Embassy.

Rejects imperialist interventions that undermine democracy in Latin America; in particular, condemns US imperialist interference that has violated Honduras's popular sovereignty and recalls historical patterns of intervention through the Monroe Doctrine to overthrow progressive governments;

Considers the decree ordering a recount has no legal basis under the Honduran constitution, an attack on Honduran democracy and should not be implemented.

Affirms that the pardon granted to former President Juan Orlando Hernández enables impunity for conservative elites allied with the National Party, undermines Honduran justice and sovereignty, and demonstrates that Trump´s interests are not the fight against narcotrafficking;

Condemns the violence against Deputy Gladys López; calls for a transparent and independent investigation to bring perpetrators to justice; Calls on the president of the outgoing Congress to refrain from any attempt preventing the newly elected Congress to assume their mandate;

Insists that any transition must prioritise popular sovereignty and the protection of social rights, with reinforced security for members of Congress, journalists, and social movements against potential reprisals;

Reaffirms its support to the EU and OAS Observation Mission's findings which highlights in their preliminary statements that the elections took place in a tense and polarised environment but election day was well-organised and peaceful;

Stresses the urgent need for the new National Congress to prioritize outstanding electoral reforms to strengthen the institutional framework, guarantee the full verification of inconsistencies, and ensure transparency in the due electoral process, preventing similar crises in future processes;

Urges current Honduran authorities to guarantee an orderly and peaceful transmission of power in accordance with the results proclaimed by the CNE; underlines that the incoming President has been unable to invite foreign heads of state to the inauguration ceremony because of the lack of cooperation by the outgoing administration;

Instructs its President to forward this resolution to the EU institutions, Member States, the Honduran authorities, the OAS, and the UN High Commissioner for Human Rights.

Urges the VP/HR to monitor the situation closely ahead of the inauguration and to coordinate with regional partners to ensure a constitutional and peaceful transfer of power;

Deplores the fact that the EU ambassador has not been invited to present his credentials for over a year; expresses hope this will swiftly take place with the incoming administration;

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, Member States and the President, Government and Parliament of Honduras
