European Parliament resolution on Presidential elections in Honduras, the non-recognition of the outcome by the incumbent administration and the attacks on opposition members of the National Assembly,Assembly

The European Parliament,

having regard to the statements of 12/12/25 and 13/01/2026 by the Spokesperson of the EEAS on the electoral process in Honduras

having regard to its previous resolutions,

having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

having regard to the statement of the EEAS Spokesperson on the latest developments in Honduras of 13 January 2026,

whereas general elections in Honduras were held on 30 November 2025 and the National Electoral Council (CNE) officially proclaimed Nasry Asfura as president-elect and certified congressional and municipal results;

having regard to Rule 150 of its Rules of Procedure,

whereas the EU EOM found the electoral process was marked by severe institutional crises but election day was well-organised and peaceful with transparent voting procedures;

whereas Honduras is currently experiencing a severe political crisis following the 2025 general elections, marked by the incumbent administration's refusal to accept the official results and escalating violence against opposition members;

whereas the OAS Electoral Observation Mission presented its findings on 15 December 2025, validated the electoral process and rejected calls to disrupt public order, affirming the credibility of the results;

whereas both the European Union and the Organization of American States (OAS) deployed an Electoral Observation Mission (EOM);

whereas on 10 January, outgoing President Xiomara Castro, through a decree, ordered a recount circumventing constitutional procedures; whereas the CNE declared this decree unconstitutional and an attempted usurpation of electoral authority;

whereas, following a special recount, on December 24, 2025, the National Electoral Council (CNE) officially declared Nasry Asfura, the National Party candidate, the country’s legitimate president-elect;

whereas on 8 January 2026, an explosive device attack on the National Congress injured Deputy Gladys López from the opposition National Party; whereas this attack happened amid heightened post-electoral tensions and represents an escalation of political violence;

whereas the ultimate outcome was internationally recognized, while incumbent President Xiomara Castro and her ruling Libre Party have refused to recognize Asfura's victory;

Stresses that the Honduran people's will, expressed on 30 November, must be respected; reiterates its support for the CNE's official proclamation recognising Nasry Asfura as president-elect;

whereas the political standoff escalated into violence on 8 January 2026, when Gladys Aurora López, an opposition lawmaker from the National Party and Vice President of the National Congress, was seriously injured by a homemade explosive device while speaking to journalists inside the National Congress;

Calls for the respect of the electoral results, end to violence and intimidation against opposition members and electoral officials; urges authorities to guarantee safety and security of all democratic institutions including CNE members whose chair took shelter in the French Embassy.

whereas on 10 January 2026, the National Congress approved a further vote recount, later endorsed by presidential decree, which the CNE has rejected, claiming it undermines its independence;

Considers the decree ordering a recount has no legal basis under the Honduran constitution, an attack on Honduran democracy and should not be implemented.

Recognises Nasry Asfura as the legitimate and democratically elected President of Honduras;

Condemns the violence against Deputy Gladys López; calls for a transparent and independent investigation to bring perpetrators to justice; Calls on the president of the outgoing Congress to refrain from any attempt preventing the newly elected Congress to assume their mandate;

Urges the incumbent administration to respect the integrity of the electoral process and the will of the Honduran people by accepting the results proclaimed by the National Electoral Council (CNE) recognising Nasry Asfura as the winner, and to ensure a peaceful and constitutional transfer of power in full respect of the CNE’s independence, impartiality and authority;

Reaffirms its support to the EU and OAS Observation Mission's findings which highlights in their preliminary statements that the elections took place in a tense and polarised environment but election day was well-organised and peaceful;

Notes that international observers found no evidence of widespread or systematic fraud in the electoral process and assessed the election day as generally peaceful and in line with democratic standards;

Urges current Honduran authorities to guarantee an orderly and peaceful transmission of power in accordance with the results proclaimed by the CNE; underlines that the incoming President has been unable to invite foreign heads of state to the inauguration ceremony because of the lack of cooperation by the outgoing administration;

Condemns recent actions by Libre Party, the incumbent administration and certain members of Congress aimed at imposing or ordering a vote recount in the absence of credible evidence of irregularities, which risk undermining electoral institutions, weakening public trust in the democratic process and destabilising the country, while disregarding the clearly expressed will of the Honduran people;

Urges the VP/HR to monitor the situation closely ahead of the inauguration and to coordinate with regional partners to ensure a constitutional and peaceful transfer of power;

Strongly condemns the cowardly attack against Gladys Aurora López and expresses its full solidarity with her; further denounces all acts of violence against opposition members and political actors in recent days; calls on the incumbent administration, as well as political leaders and public officials, to unequivocally condemn and reject violence;

Deplores the fact that the EU ambassador has not been invited to present his credentials for over a year; expresses hope this will swiftly take place with the incoming administration;

Calls on the EU to contribute to conditions enabling legitimate and democratically elected President Nasry Asfura to take office on 27 January 2026, in accordance with the Honduran Constitution;

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR,European MemberExternal StatesAction andService, the President,Vice-President Governmentof the Commission / High Representative of the Union for Foreign Affairs and ParliamentSecurity Policy, the governments and parliaments of Hondurasthe Member States and of Honduras.
