Motion for a European Parliament resolution on the humanitarian and security situation in Haiti, in particular the rising power of criminal gangs and the recent massacre in Cabaret

The European Parliament,

having regard to its previous resolutions on Haiti, notably those of 28 November 2019, 20 May 2021 and 6 October 2022,

having regard to the UN Secretary-General António Guterres' statement of 13 September 2025 condemning the Cabaret massacre,

having regard to Rule 150 (5) of its Rules of Procedure;

having regard to the UN OHCHR reports of 2025 on gang violence in Haiti,

whereas Haiti faces a severe humanitarian and security crisis as armed gangs expand control, particularly in and around Port-au-Prince, while state institutions have largely collapsed and the country risks becoming a narcostate; whereas a refugee crisis is underway, impacting notably EU ultraperipheral regions;

having regard to the Samoa Agreement,

whereas in September 2025, gangs from the Viv Ansanm coalition carried out a massacre in Labodrie, commune of Cabaret, killing at least 42 civilians, including children, burning homes and displacing more than 2,900 people, many in precarious conditions in Arcahaïe;

having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

whereas nearly half of Haiti’s population — about 5.2 million people — face acute food insecurity, with over 1.6 million in emergency levels and some 500,000 children suffering from malnutrition; whereas cholera and other preventable diseases are worsening due to collapsed health services, lack of clean water and obstruction of humanitarian access;

whereas on 11 September 2025, the criminal gang coalition Viv Ansanm perpetrated a brutal massacre in the village of Labodrie, Cabaret, killing at least 50 people; whereas this massacre follows a pattern of escalating gang violence;

whereas gangs commit killings, kidnappings, sexual violence and forced recruitment of children, acting with impunity due to the breakdown of the justice system; whereas they also target journalists, civil society, humanitarian workers and aid convoys; whereas the UN and humanitarian organisations warn that violence prevents life-saving aid;

whereas gang violence has displaced over 1.3 million people within Haiti, representing a significant increase from December 2024; whereas thousands were killed in gang violence in 2024; whereas gangs now control the vast majority of Port-au-Prince and have expanded operations beyond the capital;

whereas the UNSC has mandated an international mission to support the Haitian National Police (HNP), but resources remain insufficient;

whereas nearly half of Haiti's population faces acute food insecurity; whereas the 2025 Humanitarian Response Plan remains critically underfunded;

whereas USAID cuts have suspended vital humanitarian services, including food, healthcare and support for vulnerable groups, leading to project closures, job losses and reduced access to medicines, worsening food insecurity and displacement; whereas these cuts also threaten support for UN security missions, aggravating instability;

whereas sexual violence, particularly against women and girls, is systematically used as a weapon by gangs;

Strongly condemns the escalating gang violence in Haiti, in particular the Cabaret massacre of September 2025 in which dozens of civilians were brutally killed and thousands displaced; the deliberate use of terror tactics;

whereas the UN Security Council renewed the mandate of Multinational Security Support (MSS) mission for one year;

Urges the Haitian authorities to restore security and the rule of law by reinforcing the HNP and judiciary; calls for accountability for gang crimes and human rights violations, including sexual violence and attacks on journalists, civil society and aid workers;

whereas Haiti's justice system remains dysfunctional, with widespread impunity for perpetrators of massacres and human rights violations; whereas education and healthcare systems have collapsed in gang-controlled areas;

Demands an immediate end to gang violence; supports measures to disrupt gang operations and financing, including enforcement of an arms embargo; calls on the EU and its Member States to impose targeted sanctions against gang leaders and sponsors and to halt illicit arms flows into Haiti;

Strongly condemns the massacre in Labodrie, Cabaret, on 11 September 2025 and all acts of violence perpetrated by criminal gangs in Haiti;

Calls on all Haitian stakeholders to engage in dialogue to break the political deadlock and agree on a Haitian-led transitional roadmap; free and fair elections; supports CARICOM’s mediation efforts to facilitate consensus on restoring democracy;

Calls on the international community and the United Nations to support the deployment of a multinational support mission and a coherent strategy to rebuild and professionalize the Haitian Army and the Haitian National Police (PNH), linked to a transparent and inclusive political process; calls on the EU to condition cooperation with Haiti on tangible progress in combating gang violence, ensuring accountability, and restoring democratic governance;

Urges the EU and its Member States to contribute to the UN-backed mission and step up humanitarian aid, including food, nutrition and health support; demands safe access for relief operations and condemns all attacks on aid and medical workers;

Demands an end to the flow of weapons into Haiti fuelling gang violence; calls on neighbouring countries and the international community to strengthen border controls and implement effective arms embargoes;

Instructs its President to forward this resolution to the Government and Parliament of Haiti, the Council, the Commission, the VP/HR, the Member States, the UNSG, CARICOM and the OAS.

Urges the Haitian authorities to prioritize justice reform and end impunity for gang violence, massacres, and human rights violations; calls for international support to rebuild judicial capacity and investigate corruption;

Calls for immediate humanitarian access to all affected populations; urges the Commission and Member States to increase humanitarian aid, particularly for food security, healthcare, and protection services;

Strongly condemns systematic sexual violence against women and girls; demands action to abolish the Restavèk system;

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the governments and parliaments of the Member States, the UN Secretary-General, the OHCHR, and the Government of Haiti.
