Motion for a European Parliament resolution on the severe political, humanitarian and human rights crisis in Sudan, in particular the sexual violence and child rape

The European Parliament,

– having regard to its previous resolutions on Sudan,

– having regard to Rule 150(5) of its Rules of Procedure,

A. whereas theSudan violentis experiencing an unprecedented crisis following the conflict between the SudanSudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has escalated into the most devastating humanitarian and displacement crisis insince theApril world;2023;

B. whereas nearly two thirds of Sudan’s inhabitants, including 16 million children, are in dire need of humanitarian assistance; whereas the conflict has forcibly displaced 13 million, including 9 million internally and 4 million to neighbouring countries; whereas this has aggravated the crisis throughout the region;

B. whereas the ongoing violence has led to a catastrophic humanitarian situation, with over 11.5 million internally displaced of which over 53% are children;

C. whereas estimates of the number of fatalities resulting from the conflict and related causes range from 20,000 up to 150,000; whereas risk factors and indicators for genocide and related crimes are present;

C. whereas 24,800,000 people need humanitarian assistance, out of which 13,600,000 are children;

D. whereas sexual violencein isless beingthan weaponised,two withyears, childrenthe beingnumber rapedof andpeople sexuallyat assaulted,risk includingof somegender-based infantsviolence as(GBV) younghas asmore one,than accordingtripled to UNICEF;an whereasestimated more12.1 thanmillion 220people, cases25 per cent of childthe rapepopulation; havewhereas been221 reportedrape sincecases theagainst startchildren ofwere reported in 2024;

E. whereas Sudan’s healthcare system has largely collapsed, with most hospitals in conflict zones having been destroyed, looted, or occupied by warring parties; whereas access to critical emergency health care is severely restricted;

E. whereas the ongoing hostilities have resulted in the widespread recruitment and use of child soldiers, forced marriages, and abductions;

F. whereas a number of EU Member States are drastically cutting their development aid budgets; whereas the US has implemented a 90-day pause in development aid; whereas reductions in global humanitarian efforts will further exacerbate the hunger crisis in Sudan;

F. whereas famine in Sudan has been confirmed and humanitarian aid is being obstructed by the warring parties and affected by the suspension of USAID, exacerbating food insecurity, malnutrition, the spread of disease and collapse of the health care system;

1. Strongly condemns the continuingongoing violence betweenand the rivalgrave armedhuman factionsrights inviolations Sudan,committed humanby rightsboth violationsthe SAF and RSF, particularly the use of sexual violence,violence includingand child rape;rape as weapons of war;

2. Calls on all parties to immediately put an end to hostilities, end all attacks on civilians and civilian infrastructure, halt attacks on infrastructure and humanitarian assistance and permit unfettered humanitarian access throughout the country;

2. Calls for an immediate and unconditional ceasefire and the resumption of inclusive peace negotiations under the auspices of the African Union, the Intergovernmental Authority on Development (IGAD), and the UN;

3. Urges the warring parties in Sudan toDemands immediatelyan end widespread rape andto all other forms of sexual violence; calls for effective support for protection, care, treatment and psycho-social support for survivors of sexualgender-based violence, including comprehensiveconflict-related sexual and reproductive healthviolence, services;and calls for prompt,effective effective,measures thorough,to independent,protect impartialwomen and transparent investigationschildren toand hold perpetrators accountable;

4. Calls on the EU and its Member States to increase resources for the humanitarian response in Sudan, as well as in refugee camps in neighbouring countries, and to ensure specific funding for the protection, care, treatment and support for survivors of sexual violence;

4. Calls for the full and immediate access of humanitarian aid to all affected populations and the establishment of humanitarian corridors, ensuring the safety of aid workers;

5. Calls on the Commission and the HRVP to take appropriate action to sanction violations of the UN arms embargo on Darfur and to expand this embargo to all of Sudan;

5. Urges Sudanese authorities and all warring factions to respect international humanitarian law and cease the recruitment and use of child soldiers;

6. Calls forUrges the EUCouncil to imposeadopt targeted sanctionsmeasures on entities and high-level commanders responsible for serious humanviolations, rightsincluding abuses;Abdel Raheem Hamdan Dagalo, Mohamed Hamdan Dagalo “Hemedti” and Abu Aqla Keikel;

7. Instructs its President to forward this resolution to the Council, the Commission, the Government of Sudan, the African Union, the UN Secretary-General, the Sudanese authorities and the Pan-African Parliament.

7. Urges the Council and Commission to take action towards countries violating the existing arms embargo on Darfur, and to support the expansion of the embargo to all of Sudan;

8. Urges the EU and its Member States to support the ICC’s investigation into crimes and atrocities in Darfur, and to support the mandate of the UN Fact Finding Mission on Sudan;

9. Urges the EU and its Member States to increase humanitarian support and to continue funding local resilience and protection programmes, such as school meals, emergency rooms, early warning mechanisms and human rights monitoring;

10. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the African Union, the Intergovernmental Authority on Development, the UN Secretary-General, and the Sudanese authorities.
