4. Legal basis: Treaty on the Functioning of the European Union, Article 192(1)

– having regard to the Commission proposal to Parliament and the Council (COM(2023)0728),

5. Competent Parliamentary Committees: Committee on Environment, Climate and Food Safety (ENVI) and Committee on Agriculture and Rural Development (AGRI)

– having regard to Article 294(2) and Article 192(1) of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C90425/2023),

6. Commission's position:

– having regard to Article 294(3) of the Treaty on the Functioning of the European Union,

The Commission takes note of the European Parliament’s decision to reject the Commission proposal for a Regulation on a monitoring framework for resilient European forests. Despite regretting this decision, the Commission announced in the Commission Work Programme 2026 its intention to withdraw the proposal, together with 24 other draft laws.

– having regard to the opinion of the European Economic and Social Committee of 20 March 2024,

It should be noted that in the context of preparing for its work programme for 2026, the Commission has assessed all proposals pending with the European Parliament and the Council. In its assessment it considered in particular those proposals whose adoption would no longer be in the general interest based on their adoption date, their lack of progress in the legislative process, the potential burden they would incur and their adherence with the most recent Union’s priorities.

– after consulting the Committee of the Regions,

The Commission considers that the European Parliament’ rejection of the proposal justifies including the proposal in the list of draft laws to be withdrawn.

– having regard to Rule 60 of its Rules of Procedure,

In line with the interinstitutional agreement on better law making, both the European Parliament and the Council can now express their views on the draft laws that the Commission intends to withdraw. The Commission will carefully take such views into account before adopting its decision on the final list of proposals to be withdrawn.

– having regard to the joint deliberations of the Committee on the Environment, Climate and Food Safety and the Committee on Agriculture and Rural Development under Rule 59 of the Rules of Procedure,

– having regard to the report of the Committee on the Environment, Climate and Food Safety and the Committee on Agriculture and Rural Development (A10-0176/2025),

1. Rejects the Commission proposal;

2. Calls on the Commission to withdraw its proposal;

3. Instructs its President to forward its position to the Council, the Commission and the national parliaments.
