6. Commission's position:
At this stage, the Commission draws attention to the following points:
Welcome the progress made and the support of the Parliament concerning core elements of the proposal on the objectives, scope, contaminated sites management and horizontal provisions on transparency and information to the public and on access to justice.
Express concerns on the amendments that increase the complexity of the implementation of the directive (such as the three-tier monitoring system, the five ecological classes underpinning soil health assessment, the excessive obligations on the Commission, making Annex V on risk reduction measures for the management of contaminated sites exhaustive instead of indicative) and amendments that lower the ambition (such as the non-binding character of the proposed soil health descriptors, the deletion of the provisions related to facilitate soil measurements by the Commission (LUCAS Soil), the deletion of the sustainable soil management principles and of the obligations to define sustainable soil management and regeneration practices, deletion of the provisions on penalties).
