ORDINARY LEGISLATIVE procedure
Follow up to the European Parliament legislative resolution on the proposal for a directive of the European Parliament and of the Council on the Union-wide effect of certain driving disqualifications
1. Rapporteur: Petar VITANOV (S&D / BG)
2. Reference numbers: 2023/0055 (COD) / A9-0410/2023 / P9_TA(2024)0057
3. Date of adoption of the resolution: 6 February 2024
4. Legal basis: Article 91(1) point c) of the Treaty on the Functioning of the European Union
5. Competent Parliamentary Committee: Committee on Transport and Tourism (TRAN)
6. Commission's position: The Commission reserves its position.
However, the Commission welcomes the strong support in Parliament for the proposal and can accept many of the amendments. Nevertheless, it does have some concerns over amendments that would unduly restrict the grounds for refusal. Although some amendments from the European Parliament could be feasible in practice, such as the strict deadlines, the increased reliance on RESPER (EU driving licences network) and the obligation of alignment by the Member State of issuance, they need to be assessed further, in particular from the technical/operational and legal angles.
