European Parliament legislative resolution of 16 December 2025 on the proposal for a decision of the European Parliament and of the Council on providing macro-financial assistance to the Hashemite Kingdom of Jordan (COM(2025)0456 – C10-0186/2025 – 2025/0251(COD))

– having regard to the Commission proposal to Parliament and the Council (COM(2025)0456),
6. Commission's position: accepts all amendments.
– having regard to Article 294(2) and Article 212(2) of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C100186/2025),
Statement given by the Commission in plenary:
having regard to Article 294(3) of the Treaty on the Functioning of the European Union,
“The European Commission confirms its commitment to transparency towards the European Parliament and the Council in the context of macro-financial assistance (MFA) operations.
– having regard to [the undertaking given by the Council representative by letter of 10 December 2025 to approve Parliament’s position, in accordance with Article 294(4) of the Treaty on the Functioning of the European Union,
Its proposal for MFA support to Jordan includes the provision under which “to ensure that the European Parliament and the Council are able to follow the implementation of this Decision, the Commission should regularly inform them of developments relating to the assistance”.
– having regard to Rule 60 of its Rules of Procedure,
In relation to this, the Commission will stand ready to inform, on a regular basis, the European Parliament and the Council regarding the progress of the negotiation of the economic policy conditions to be agreed between the Commission and the beneficiary, before an agreement is reached on the final content of the Memorandum of Understanding. This should be without prejudice to the procedure described in Point (7) of the 2013 Joint Declaration by the European Parliament and the Council.”
– having regard to the report of the Committee on International Trade (A10-0245/2025),
1. Adopts its position at first reading hereinafter set out;
2. Calls on the Commission to refer the matter to Parliament again if it replaces, substantially amends or intends to substantially amend its proposal;
3. Instructs its President to forward its position to the Council, the Commission and the national parliaments.
