whereas El-Obeid has become the focus of intensified military operations, drone strikes, attacks on civilian infrastructure and restrictions on humanitarian access, placing hundreds of thousands of civilians at immediate risk and raising fears of an immediate offensive and atrocities similar to those committed in El Fasher;

whereas the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) since April 2023 has become the world’s largest humanitarian crisis, with over 30 million in need of assistance;

whereas during and after the siege of El Fasher, RSF forces committed mass killings, sexual violence, abductions, torture and attacks on hospitals and displacement sites;

whereas nearly two thirds of Sudan’s population, including 16 million children, is in dire need of humanitarian assistance, while the healthcare system has largely collapsed under drone attacks; whereas humanitarian aid is being obstructed, exacerbating food insecurity, malnutrition and the spread of disease;

whereas both parties to the conflict have repeatedly violated international humanitarian law and international human rights law through indiscriminate attacks against civilians, ethnically and religiously targeted violence, conflict-related sexual violence, including against children, the recruitment and use of child soldiers, arbitrary detention and other abuses that may amount to war crimes and crimes against humanity;

whereas the RSF captured El Fasher in October 2025 after an 18-month siege; whereas the UN Fact-Finding Mission found that the takeover bore “the hallmarks of genocide”, despite repeated warnings and identified atrocity-risk indicators;

whereas women and children have been disproportionately affected by the conflict, with hospitals, schools, water facilities and humanitarian infrastructure increasingly targeted or damaged;

whereas the RSF has maintained a partial siege of El-Obeid, home to over 500 000 civilians, and has intensified drone attacks since 6 June 2026, targeting fuel depots, water facilities and a dialysis centre and killing more than 50 civilians in ten days; whereas international actors have warned of imminent mass atrocities;

whereas rape, sexual slavery and forced marriage are used as weapons of war; whereas UNICEF recorded hundreds of child rape cases since 2024; whereas funding cuts forced UNFPA to withdraw from over half the health facilities it supported;

Expresses deep concern over report of the continued assault on El-Obeid by the RSF and strongly condemns the escalating violence and grave violations of international humanitarian law and international human rights law; urges the SAF and RSF to cease indiscriminate attacks on civilian infrastructure and ensure safe passage for civilians seeking to flee conflict-affected zones;

Strongly condemns the RSF’s advance toward El-Obeid and warns that the city risks the same fate as El-Fasher; calls RSF to immediately to cease the aggression against El-Obeid; supports the UN’s Independent International Fact-Finding Mission on the Sudan, the work of the ACHPR and ongoing investigations conducted by the ICC;

Calls on all parties to comply with international humanitarian law and the Jeddah Declaration, protect civilians and ensure rapid, safe and unhindered humanitarian access by guaranteeing the safety of humanitarian personnel, the delivery of food, clean water, fuel, medical supplies and other life-saving assistance, the prevention of conflict-related sexual violence, and adequate support for survivors;

Condemns the war crimes and crimes against humanity in Sudan including ethnically targeted killings, rape, sexual slavery and deliberate starvation;

Urges all parties to engage constructively and in good faith in internationally and regionally supported peace initiatives with the objective of achieving an immediate ceasefire and a sustainable political settlement;

Urges all warring factions in Sudan to uphold international humanitarian law and respect for human rights; urges all external actors to cease to finance, supply arms, or provide other forms of support;

Calls on the international community, including regional actors, to cease the supply of weapons, financing and logistical support to any of the parties to the conflict, and to support coordinated diplomatic efforts led by the UN and the African Union;

Calls for safe civilian evacuation routes, an end to starvation, rape as a weapon of war, ransom-based abductions, and calls on all parties to secure crossline and cross-border humanitarian access;

Calls for the EU to maintain and, if necessary, expand restrictive measures against individuals and entities responsible for atrocities, obstructing humanitarian assistance or undermining peace, security and stability in Sudan;;

Strongly supports the efforts of the AU, the IGAD, and regional partners to facilitate a Sudanese-owned peace process with civil society at its core and insists that Sudan’s future be led by civilians, not armed groups or external proxies;

Urges the EU and its Member States to strengthen humanitarian assistance to Sudan and neighbouring countries hosting displaced populations, enhance monitoring of the human rights situation in El-Obeid and throughout Sudan, and for full, independent, and impartial investigations into all violations of international law;

Urges the Council to impose targeted sanctions against those involved in operations around El-Obeid; calls for the UN arms embargo to be extended to all of Sudan;

Stresses that Sudan’s future cannot be shaped by violent extremist groups and networks, including those linked to the Muslim Brotherhood, whose destabilising influence has long fuelled violence and instability in Sudan and across the region;

Urges the Commission and Member States to step up humanitarian assistance to address pressing needs through, among others, direct funding to Emergency Response Rooms and other frontline organisations;

Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, the SudaneseMember authorities,States, the African Union,UN andSecretary-General, the Secretary-GeneralAfrican ofUnion and the Unitedwarring Nations.parties.
