European Parliament resolution on the threat of war crimes, the escalating violations of international humanitarian law and the human rights situation in El-Obeid, Sudan

having regard to Rule 150 of its Rules of Procedure,

A. whereas the conflict between the Sudanese Armed Forces and Rapid Support Forces (RSF) has escalated into the world’s largest humanitarian crisis, with more than 33 million people, including 16 million children, requiring aid and millions facing hunger and displacement;

whereas the war between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), ongoing since April 2023, has created the world’s largest humanitarian and displacement crisis; whereas, 33.7 million people, 60 % children, need humanitarian assistance, over 9 million are internally displaced, and 19.1 million face acute food insecurity;

B. whereas the RSF have laid siege to El-Obeid, reportedly preparing an imminent ground offensive; whereas international actors warn of the risk of mass atrocities in El-Obeid, with 500 000 civilians at risk;

whereas international actors have warned of an imminent risk of mass atrocities in El Obeid, North Kordofan, where 500 000 civilians are at risk; whereas Sudan’s healthcare system is collapsing with more than one third of health facilities non-functional following repeated, deliberate attacks on medical infrastructure;

C. whereas the UN independent fact-finding mission found that the RSF takeover of El-Fasher bore the hallmarks of genocide and warns of further war crimes; whereas rape and other forms of sexual violence are used as weapons of war;

whereas recent drone strikes killed at least 50 civilians across El Obeid and North Kordofan and damaged civilian infrastructure; whereas El Obeid is a critical humanitarian hub whose capture risks repeating the atrocities committed in El Fasher;

D. whereas drone strikes against El-Obeid killed civilians, destroyed the city’s power and fuel access, cut water supplies and disrupted access to life-saving necessities; whereas Sudan’s healthcare system is collapsing;

whereas the UN Fact-Finding Mission identified hallmarks of genocide in the RSF’s takeover of El Fasher, including ethnically targeted killings, widespread sexual violence, and incitement against non-Arab communities; whereas similar patterns risk being repeated in El Obeid;

E. whereas credible reports indicate external support for the RSF, including through foreign military contractors and the transfer of military equipment in breach of the UN arms embargo;

whereas civilians face arbitrary detention, enforced disappearance, and other serious violations of international humanitarian and human rights law;

1. Condemns in the strongest terms the war crimes and crimes against humanity in Sudan, particularly the ongoing RSF siege of El-Obeid, and insists that the international community prevent a repetition of the El-Fasher massacre and force the RSF to lift its siege on El Obeid;

whereas credible reports indicate external support to the RSF, including through foreign military contractors and the transfer of military equipment in breach of the UN arms embargo;

2. Implores all warring parties to cease fire, uphold international humanitarian law and immediately end all attacks against civilians, including sexual violence and forced starvation;

Strongly condemns the escalating violence in and around El Obeid and warns that any assault risks mass civilian harm and further atrocity crimes;

3. Calls for the EU to urgently increase humanitarian support for Sudan, including for survivors of sexual violence, those facing hunger, IDPs and refugees; calls for direct funding for Emergency Response Rooms and other local frontline organisations; stresses the need for humanitarian corridors to ensure civilian evacuation routes and crossline and cross-border humanitarian access to El-Obeid;

Demands that the RSF immediately halt its offensive against El Obeid and that all parties, including the SAF and allied militias, cease attacks on civilians, civilian infrastructure, medical facilities, and humanitarian personnel;

4. Urges the EU to join the AU and the UN in efforts to engage the warring parties towards a ceasefire and to support a civilian-led peace process; calls for the EU to impose targeted sanctions on entities and individuals responsible for war crimes in Sudan;

Demands that all parties immediately end conduct amounting to war crimes or crimes against humanity and calls for the disclosure of the whereabouts of all forcibly disappeared persons;

5. Condemns all external interference fuelling the war; urges all states, including the UAE, to cease financing, arms supply or other support of the RSF; urges the EEAS and the Council to sanction individuals, entities and external enablers and private security companies, such as Global Security Services Group, for breaching the UN arms embargo, and to work with the UNSC to extend the embargo to all of Sudan;

Calls for immediate, safe, and unhindered humanitarian access to El Obeid and North Kordofan, and condemns the use of starvation and obstruction of humanitarian assistance as methods of warfare;

6. Demands accountability for all perpetrators and calls for independent investigations into alleged war crimes; urges the EU to financially and politically support these efforts, press to extend ICC jurisdiction to all of Sudan, support the mandate of the UN fact-finding mission and consider including the RSF on the EU terrorism list;

Calls on the EU and its Member States to increase humanitarian support for Sudan, especially local responders, Emergency Response Rooms, survivors of sexual and gender-based violence, to treat El Obeid as an atrocity-prevention priority, and to support coordinated UN, AU and IGAD action;

7. Instructs its President to forward this resolution to the Council, the Commission, the authorities of Sudan, the UAE, the AU, and the UN Secretary-General.

Calls for prompt, independent and impartial investigations into alleged violations in and around El Obeid, including attacks on civilians, enforced disappearances, sexual violence, starvation tactics and aid obstruction, which may amount to war crimes;

Urges the Council to adopt targeted restrictive measures against commanders, financiers, and external enablers, such as the UAE-based private security company Global Security Services Group, for providing military support to the RSF in violation of the UN arms embargo;

Instructs its President to forward this resolution to the Council, Commission, VP/HR, AU, PAP, UN, ICC and Sudanese authorities.
