A. whereas the EU and the nations of Latin America and the Caribbean (LAC) share long-standing historical, cultural and economic connections, forming a natural alliance grounded in democracy, human rights and multilateral cooperation;

B. whereas engagement between the two regions is further reinforced through strong bilateral relations and deeper interactions with sub-regional entities such as Mercosur, the Andean Community, CARICOM/CARIFORUM and the Pacific Alliance;
– having regard to the joint statement of 30 June 2017 by the Council and the representatives of the governments of the Member States meeting within the Council, the European Parliament and the Commission entitled ‘The New European Consensus on Development – ‘Our world, our dignity, our future’,
C. whereas the EU and LAC countries together account for a third of the total population of the members of the United Nations and around 21 % of global GDP;

D. whereas the multilateral rules-based order on which peace and prosperity have been based for the last 80 years is being increasingly challenged by autocracies across the globe;

E. whereas Russia’s military aggression against Ukraine constitutes a flagrant breach of international law and threatens global security, requiring a coordinated stance on the part of democratic partners, including those in LAC;

F. whereas external actors, notably China, Russia and Iran, have deepened their footprint in LAC, with Beijing expanding investments in infrastructure, Moscow reinforcing its diplomatic and security presence and Tehran increasing intelligence activities in the region;

The geopolitical importance of EU-LAC political dialogue
– having regard to the joint communication from the Commission and the High Representative of the Union for Foreign Affairs and Security Policy of 25 November 2020 entitled ‘EU Gender Action Plan (GAP) III – An ambitious agenda for gender equality and women’s empowerment in EU external action’ (JOIN(2020)0017),
1. Acknowledges the deep historical, cultural and economic ties between the EU and LAC, which form not only the foundation of a natural alliance but also the basis of a strong and enduring partnership of choice;

2. Notes that the EU’s engagement in the region has been suboptimal in recent decades, thus creating a vacuum for the growing influence of China, Russia and Iran;

3. Recognises the urgent need to renew and develop the EU-LAC relationship in response to the emerging geopolitical shifts, climate change, technological advancements and growing inequalities;

4. Calls for the EU and its Member States to step up diplomatic efforts in the region to promote increased convergence between the EU and LAC on crucial foreign policy issues, including a firmer stance on Russia’s war of aggression against Ukraine;

Is concerned by the democratic backsliding that has taken place in LAC since 2019 and condemns the regimes in Nicaragua, Cuba and Venezuela, which are among the world’s most authoritarian; recalls that the regime in Nicaragua maintains strong ties with other autocracies, such as those in Iran, Venezuela and Cuba; condemns the systematic human rights violations and abuses perpetrated by the Cuban regime; strongly condemns and fully rejects the electoral fraud orchestrated by the regime in Venezuela and demands that the Maduro government cease its policy of repression and attacks on civil society and the opposition;

7. Welcomes the strong economic and trade partnership between the EU and LAC, which is based on shared interests in promoting sustainable growth, strengthening economic resilience and reducing excessive dependencies through diversified trade relations;

Highlights the fact that the EU is the leading contributor to development cooperation in LAC, and calls for the EU and its Member States to leverage major initiatives such as the Global Gateway to increase investment in LAC, ensuring that the EU remains a strong and competitive partner for LAC countries given the growing Chinese presence in the region;

11. Highlights the fact that the EU is the leading contributor to development cooperation in LAC; stresses that the SDGs and the Paris Agreement must remain central to cooperation between LAC and the EU; calls for the EU and its Member States to reinforce its financial support for the LAC region in its next long-term budget, including support for the sustainable development objectives in the EU-LAC association agreements, especially in the context of the global decline in official development assistance and humanitarian aid, in particular the suspension of 83 % of United States Agency for International Development programmes and global aid cuts by several EU Member States, which will have long-term implications for the development agenda and the achievement of the SDGs in the LAC region;

Is concerned about the increase in organised crime and drug trafficking in LAC and the unprecedented quantities of illicit drugs trafficked to the EU from the region; highlights the need to increase multilateral cooperation in combating these threats through initiatives such as the EU-LAC Partnership on Justice and Security and EL PAcCTO 2.0;

Underlines the importance of the strategic engagement between interior and/or security ministers of the EU Member States and the ministers with responsibility for security matters in the member states of the Latin American Committee on Internal Security and of strengthening operational law enforcement cooperation between the EU and LAC;

14. Welcomes efforts to strengthen regional security cooperation through the expansion of the Latin America Committee for Internal Security and the establishment of AMERIPOL as a formalised law enforcement body, facilitating cross-border coordination;

Stresses that better access to development aid and finance remain crucial to achieving more inclusive social and economic development in the LAC region; calls on the Commission and the Member States to ensure appropriate EU development cooperation funding in the LAC region, while continuing to combine efforts to achieve the necessary reform of the international financial architecture and to support debt relief and restructuring, which is particularly crucial for fragile countries, including those more vulnerable to the effects of climate change, as well as for countries transitioning to a higher level of income and the specific issues that brings;
17. Welcomes the deepening of parliamentary cooperation between the EU and LAC, particularly through the Euro-Latin American Parliamentary Assembly, which promotes dialogue on key issues such as trade, security and sustainable development;

18. Points out the crucial role of parliamentary diplomacy in strengthening bi-regional relations by facilitating direct dialogue with national and regional parliaments;

Recommendations for the EU-CELAC November 2025 summit

19. Welcomes the EU-CELAC meeting in 2023 and the implementation of initiatives under the EU-CELAC Roadmap 2023-2025; underlines, in this regard, the need to adopt a new and ambitious roadmap at the 2025 summit that further strengthens the partnership and takes into account best practices;

20. Calls for the parties to reaffirm their joint commitment to multilateralism and peace at the November 2025 summit;

21. Calls for the parties to strongly condemn Russia’s ongoing war of aggression, in particular all its serious violations of international law and international humanitarian law;

22. Considers it important that the EU and LAC agree to jointly drive global green initiatives, such as the negotiations for an international treaty to avoid plastic pollution;

Calls for the effective implementation of the EU-LAC Global Gateway Investment Agenda to support sustainable development, inclusive growth and employment, as well as a just, green and digital transformation; calls on the Commission to ensure, from inception to delivery, that these investments are aligned with the sustainable development priorities identified by LAC partners, including through consultations with local authorities and civil society representatives and through impact assessments and evaluations;
23. Encourages continued strong cooperation on digital matters through the EU-LAC Digital Alliance with a view to fostering a human-centric digital transformation in both regions;

EXPLANATORY STATEMENT
Amendment
As rapporteur for this important initiative, I am pleased to present a report that reflects a renewed and strategic vision for the European Union’s partnership with Latin America and the Caribbean (LAC). This report comes at a time of profound geopolitical transformation, in which our shared democratic values, commitment to multilateralism, and respect for international law are increasingly challenged by the rise of autocratic regimes and global instability.
11 c. Underlines that cooperation between the EU and LAC on both critical raw materials and technology is essential to achieving fair, green and digital transformations and to strengthening strategic autonomy in both regions; calls for the EU and the LAC countries to ensure that related trade and investment partnerships, cooperation and financing programmes take account of the different levels of development in both regions in support of inclusive projects to overcome inequalities experienced by vulnerable communities, such as indigenous peoples, Afro-descendants and other minorities; recalls the importance of promoting sustainable and responsible mining, which protects the rights and livelihoods of local communities and indigenous peoples, helps overcome dependency on commodity exports and plays a greater role in value chains through sustainable reindustrialisation policies that create decent jobs and promote environmental sustainability;
The European Union and LAC are natural allies. We are bound by deep historical, cultural, and economic ties, but more importantly, by our common dedication to democracy, human rights, and rules-based international cooperation. Yet, despite this foundation, the EU’s engagement in the region has been insufficient in recent decades, creating space for other global actors—most notably China, Russia, and Iran—to expand their influence.

This report therefore calls for a decisive and proactive re-engagement. It urges the EU to intensify diplomatic efforts, promote economic partnerships, and deepen cooperation on security, justice, and digital transformation. It also underlines the importance of the Global Gateway initiative to increase investment and strengthen the EU’s presence as a competitive and reliable partner in the region. In this context, the conclusion and ratification of the EU-Mercosur Agreement is of fundamental geopolitical and economic importance to revitalising bi-regional ties.

We stress the need to stand united on key foreign policy issues, particularly in defending the international rules-based order. This includes a clear and coordinated position in response to Russia’s war of aggression against Ukraine and in condemning the actions of authoritarian regimes in Nicaragua, Cuba, and Venezuela.

At the same time, we highlight the vital role of parliamentary diplomacy, and we look ahead to the November 2025 EU-CELAC Summit as a pivotal opportunity to reaffirm our commitment to a modern, values-driven partnership that delivers for both regions.
